Shortly after 10 p.m., a Lake
Kipissing
buoy tender observed green and white lights between two small islands.
Thinking another boatman might be in trouble, the buoy tender headed
toward the lights. He was about 100 feet away when the lights rose from the
water "with a whoosh" and sped off into the night.
