09-??-1941 Desiring an intelligence organization to handle national secrets without compartmentalization, President Franklin D. Roosevelt appointed William J. Donovan as the Coordinator of Information (COI) in July of 1941, to "collect and analyze all information and data" affecting national security.37 Two months later, in September of 1941, a Royal Navy crewman observed something over the Indian Ocean. The SS Pulaski, a converted Polish ship used to ferry troops, had set sail from Durban, South Africa on a long journey to Suez. That night, somewhere between the African mainland of Mozambique and the island of Madagascar, seaman Mar Doroba stood watch under a star-filled, moonless sky when he observed a "strange globe glowing with greenish light, about half the size of the full moon." Another of the ship's gunners, also watching the object, yelled to Doroba, wanting to know what they were observing. Stunned by the object's appearance, Doroba had no clue. Both men continued watching the eerie sight for more than an hour before it "disappeared." Not wanting to be ridiculed, Doroba kept quiet about the incident.38 Apparently, the other witnesses did the same.
